The Egmont Group has published new guidance to support Financial Intelligence Units (FIUs) and relevant stakeholders in understanding, implementing, and sustaining the 18 requirements of an operationally independent and autonomous FIU.
Operational independence and autonomy are fundamental to an FIU’s ability to effectively carry out its mandate. FIUs must be able to analyse financial intelligence, make dissemination decisions, and cooperate with domestic and international partners based on objective criteria and professional judgement, free from undue influence or interference.
FIU Operational Independence and Autonomy: Guidance on the Interpretation and Implementation of the 18 Requirements of an Operationally Independent and Autonomous FIU provides practical guidance for applying these requirements across different legal, institutional, and national contexts.
The publication can support:
- FIUs in assessing their operational independence and autonomy;
- peer reviewers and assessors in evaluating implementation of the 18 requirements;
- capacity-building providers in developing training and technical assistance;
- national authorities in developing or revising FIU legislation and governance frameworks; and
- international partners seeking to understand and support FIU independence.
The guidance reinforces an important principle: operational independence is not determined solely by an FIU’s organisational structure. It must also be reflected in how governance arrangements work in practice.
